An Evaluation of the Kimberley Process Certification Scheme's Efficacy in Limiting the Trade of Conflict Diamonds
Abstract
In this paper, I first conceptualise the phenomenon of the resource course before evaluating one proposal, i.e. the Kimberley Process Certification Scheme (KPCS) that aims to address it. I argue that while the KPCS is a positive step in this direction and has achieved some successes, its efficacy has been limited on a number of fronts due to intrinsic flaws in the KP’s conceptualisation, constitution, decision-making process, monitoring, oversight, and implementation for which I consider some remedies.
